I KNOW THAT WITH YOUR SUPPORT WE BEEN ABLE TO ENACT A NUMBER OF BILLS THE LAST FOUR YEARS. I KNOW BACK IN 2015-16 I THINK THOSE HANDOUTS ON THOSE BILLS AT THE TABLE YOU CAN PICK UP. THERE WAS 18 PIECE OF LEGISLATION THAT WE PASSED AND THEN IN THE 2017 SESSION WE PASSED A TOTAL OF 30 BILLS THAT WE PASSED AND WE GOT TO THE GOVERNOR’S DESK AND THE GOVERNOR SIGNED THEM. ANY OTHERS? YES; SIR?>>TESTIFIER: [INAUDIBILE / OFF MIC]>>CHAIR DETTMER: THANK YOU. THANK YOU SO MUCH FOR AS YOU CAN SEE WE HAVE PEOPLE FROM ALL OVER THE STATE AND THERE’S OTHERS THERE MEETING WITH OUR LEGISLATORS ALSO IN DIFFERENT AREAS OF THE CAPITAL AND OVER THE SENATE. AS I MENTIONED; WE PASSED A LOT OF PIECES OF LEGISLATION OVER THE LAST FOUR YEARS. I THINK A BIG ONE THE PEOPLE ARE STILL TALKING ABOUT NOT ONLY IN MINNESOTA IN OTHER STATES ALSO IS THE MOST NOTABLE ONE IS WHEN WE PASSED GOT RID OF THE EXCLUSION OF THE MILITARY RETIREMENT PAY FROM STATE INCOME TAXES AND ITS PASSAGE IN 2006 AND THIS A BIG PIECE OF LEGISLATION THAT WE WERE FINALLY ABLE TO–IT TOOK 17 YEARS. I APOLOGIZE BUT WE FINALLY GOT IT DONE. THANK YOU. [APPLAUSE].>>CHAIR DETTMER: NOW THERE ARE HANDOUTS AS I MENTIONED BEFORE ON THE TABLE AND AS I MENTIONED ON THE ROTUNDA; TODAY AT THE CAPITAL; IS THAT IF WE KEEP WORKING TOGETHER AND WE KEEP SPEAKING IN ONE VOICE I THINK WE LEARNED YOU’VE GOT THE NINE DIFFERENT FEDERAL CHARTED ORGANIZATIONS UNDER THE COMMANDERS TASK FORCE. YOU GOT THOSE NINE ORGANIZATIONS. IF WE KEEP WORKING ON SOME OF THE SE ISSUES THAT DEALS WITH THE VETERANS AND THEIR FAMILIES AND WE SPEAK IN ONE VOICE WE WILL CONTINUE ON GOING FORWARD AND WE HAVE SOME GOOD LEGISLATION THAT WE ARE GOING FORWARD THIS YEAR. WE HAVE SOME BILLS THAT WERE GOING TO BE TALKING ABOUT TODAY. I THINK ANOTHER BIG ONE THAT WE ARE GOING TO BE WORKING ON THAT WILL BE TALKED ABOUT TODAY IS IN TERMS OF REDUCING THE CHARITABLE HANDLING TAX WE HAVE GOING ON IN A LOT OF OUR CHARITABLE GAMBLING ORGANIZATIONS THE VFW AND LEGIONS IN T HE LIONS CLUB’S AND SO FORTH; THE SPORTS CLUBS AROUND THE STATE; THIS IS SOMETHING IN FACT THE BILL IS IN THE TAX BILL RIGHT NOW AND THIS IS SOMETHING WE WILL CONTINUE WORKING ON ALSO BECAUSE THAT’S A BIG ISSUE FOR A LOT OF OUR LEGIONS IN VFW STREET IN MY TRUCK ON A? OKAY; THANK YOU. ONE OF THE BILLS I SHOULD TALK ABOUT HIS HOUSE FILE 368. IT PROHIBITS THE ASSIGNMENT MILITARY PAY AND BENEFITS. WE PASSED THE BILL OUT OF THE HOUSE VETERANS DIVISION LAST YEAR AND HAS BEEN MAKING ITS WAY THROUGH THE COMMITTEE PROCESS. THE HOUSE VERSION OF THE BILL CLEARED THE FINAL COMMITTEE HURDLE LAST WEEK AND WE WILL SEE THE SECOND READING ON HOUSE FLOOR THIS AFTERNOON. WE CONTINUE TO PUSH TO MAKE THIS A GREAT INITIATIVE A LOT THIS YEAR. WE ARE ALSO WORKING ON THE EIGHT-YEAR LIMIT ; TAX EXCLUSION ON THE SURVIVING SPOUSE. THAT’S A BILL WE WILL BE DISCUSSING AGAIN TODAY AND BECAUSE THAT IS ONE OF I THINK THAT IS ONE OF THE PRIORITIES FOR OUR COMMANDERS TASK FORCE AS WE GO FORWARD. WE WILL BE HEARING THE BILL THE REMOVES THAT EIGHT-YEAR LIMIT AS I MENTIONED AND ALLOWS ONE-TIME CHANGE IN RESIDENCE ON THE COMMITTEE TODAY. FOLLOWING THE ADJOURNMENT OF TODAY’S COMMITTEE I ENCOURAGE YOU DO TO ATTEND THE HOUSE FLOOR SESSION THAT SET 3:30 PM TODAY. THIS AFTERNOON. IN SIT IN THE GALLERY AND AT THE START OF SESSION I’LL BE DOING IN OPENING PRAYER AND OF A SPECIAL PRAYER TO HONOR MEN AND WOMEN COME ARE VETERANS THAT ARE CURRENTLY SERVING OUR COUNTRY. THANK YOU AGAIN VETERANS FOR COMING TO THE CAPITAL FOR THE VETERANS DAY ON THE HILL AND FOR ATTENDING THE DIFFERENT HEARINGS AND GOING TO SEE YOUR LEGISLATORS. ARE THERE ANY QUESTIONS OR COMMENTS BY THE MEMBERS OF THE COMMITTEE? I KNOW YOU GONE TO THE DIFFERENT MEETING ROOMS AND YOU HAVE BEEN ABLE TO TALK TO SOME OF THE VETERANS; THE MEN AND WOMEN. ANY THOUGHTS OR ANYTHING THAT STUCK OUT FOR YOU AS COMMITTEE MEMBERS? YES REPRESENTATIVE LUECK>>REPRESENTATIVE LUECK: THANK YOU MR. CHAIR. I AGAIN WANT TO RECOGNIZE THAT WHOLE BUNCH OF FOLKS FROM OUR AREA THAT TOOK A DAY OFF AND CAME DOWN ON THE BUS. IF I HEARD THE NUMBER RIGHT WAS A LIKE 40 FROM THE AIKEN -48 AND THAT’S OUR VFW AMERICAN LEGION DISABLED VETS IN THE AUXILIARY SO AGAIN I KNOW THAT IS A LONG RIDE DOWN HERE AND REALLY WANT TO THANK EVERYBODY FOR TAKING THE TIME OUT TO DO THAT.>>CHAIR DETTMER: REPRESENTATIVE REPRESENTATIVE AMERICAN LEGION POST 1975 THE NEWEST LEGION POST PROBABLY THE YOUNGEST; TO THE HIGHEST PERCENTAGE OF THOSE SOUL SERVING IN MY POST WHICH I’M A MEMBER HAS BEEN VERY ACTIVE IN I DON’T KNOW ALL YOU KNOW THROUGHOUT THE STATE ARE FAMILIAR WITH OUTPOST 1975 BUT THEY’RE DOING GREAT WORK RIGHT HERE IN ST. PAUL. A COUPLE MEMBERS VISITED ME TODAY AND BECAUSE THERE’S A CERTAIN PERCENTAGE OF THE POST THAT STILL DEPLOYED CURRENTLY MANY OF THEM COULD NOT BE HERE TODAY BUT THEY SEND THEIR GUARDS AND THEY APPRECIATE ALL THE WORK THAT ALL OF YOU HAVE DONE BEFORE THEM TO MAKE SURE OUR COUNTRY STAYS FREE. SO THANK YOU.>>CHAIR DETTMER: THANK YOU REPRESENTATIVE LESCH YES? REPRESENTATIVE I LIKE TO SAY THANK YOU TO THE FAMILIES AND THE AUXILIARY AND EVERYONE WHO SUPPORTS OUR VETERAN MEMBERS. GREAT ORGANIZATIONS AND HAVING TIME AWAY FROM YOUR FAMILY IS TOUGH AND THE SACRIFICE THAT THE FAMILY MEMBERS GIVE SO THAT EVERYBODY CAN SERVE IS GREAT AND BASKET NOT ONLY WHILE THEY ARE SERVING BUT SHOULD THEY COME BACK WITH SOME TYPE OF AN INJURY OR SOMETHING TO THAT EFFECT. SO JUST ALWAYS REMEMBER THOSE PEOPLE IN OUR PRAYERS. THANK YOU.>>CHAIR DETTMER: THANK YOU REPRESENTATIVE FRANKE. THE OTHER DAY I HAD JUST IN MY LA TO SEND OUT AN EMAIL TO ALL THE LEGISLATORS TO SEE WHO HAVE SERVED IN THE MILITARY AND I’VE A LIST OF 14 LEGISLATORS THAT OBSERVED GOOD I THINK IT’S JUST -I LIKE TO SHARE THEIR NAMES WITH YOU THESE ARE LEGISLATORS THAT OBSERVED LIKE MOST OF YOU HAVE. MYSELF; BLISS; TRENT EKLUND; MILLER; BARR CELL GRUENHAGEN LUECK SOAK TORKELSON SEN. BRUCE ANDERSON SEN. [INAUDIBLE] SEN. RALPH AND SEN. LAINE AND SEN. NEWTON. THOSE ARE THE ONES THAT I HAVE A RECORD OF THAT OBSERVED. SO MAKE SURE I CAN REPRESENTATIVE LESCH RE PRESENTATIVE LESCH I DID NOT DO A GOOD JOB. [LAUGHING]>>CHAIR DETTMER: I APOLOGIZE REPRESENTATIVE LESCH. DID I MISS ANYBODY ELSE? SO THAT’S 15. OKAY. GREAT. REPRESENTATIVE HOWE. THAT IS 16. WE GOT IT. SEE PEOPLE HAVE TO READ THEIR EMAILS THOUGH. [LAUGHING] THEN I WILL GIVE THEM CREDIT. YES? REPRESENTATIVE IF YOU ASKED HOW MANY OF US HAVE SONS OR DAUGHTERS THAT OBSERVED I HAVE A SON THAT’S ACTIVE THAT HE’S ARMY RESERVE THEY’RE GETTING READY TO HEAD OUT. I THINK THERE’S EVEN MORE OF US VERY CLOSELY TIED AND YOU TALKED ABOUT THE FAMILIES BEING LEFT BEHIND. WHEN HE WENT I’LL BE TAKING CARE OF TWO LITTLE GRANDBABIES. THANK YOU.>>CHAIR DETTMER: THANK YOU REPRESENTATIVE O’NEILL. THAT’S ANOTHER THING COULD THE FAMILY; I KNOW WHEN I WAS DEPLOYED FOR TWO YEARS AFTER 9/11 FOR THE RESERVE FOR THE RESERVE COMPONENT THE NATIONAL GUARD THERE WAS NO FAMILY SUPPORT. WHEN YOU’RE PART OF THE ACTIVE COMPONENT YOU ARE AT A BASE AND YOU HAVE THAT FAMILY SUPPORT RIGH T THERE. THAT IS CHANGING BY THE WAY THE GUARD AND RESERVE IS THAT WE ARE BEYOND THE YELLOW RIBBON PROGRAM WE HAVE NOW AND SUPPORT. I KNOW MY WIFE HAD TO START A FAMILY SUPPORT GOOD PART OF OUR AMERICAN LEGION ALL IN SETTING PACKAGES DID THOSE PACKAGES ARE REALLY REALLY IMPORTANT WHEN THEY COME IN THE MAIL. BUT I THINK WE HAVE A GREAT MINNESOTA IS A GREAT PLACE TO SERVE AND I THINK IT JUST GETTING GREATER BY THE YEAR. LET’S GET INTO OUR BILLS THAT WE ARE GOING TO BE HAVING HEARINGS ON HERE COULD THE FIRST BILL TODAY IS AN AGENDA’S HOUSE FI LE 3507. REPRESENTATIVE LUECK PLEASE; COME TO THE TABLE WITH YOUR TESTIFIERS. WELCOME REPRESENTATIVE LUECK WOULD YOU MOVE YOUR BILL BEFORE THE COMMITTEE SPEAK>>REPRESENTATIVE LUECK: I WOULD MOVE HOUSE FILE 3507 BEFORE THE COMMITTEE AND WOULD I BELIEVE IT CAN GO TO THE REGISTER IF IT PASSES MUSTARD HERE.>>CHAIR DETTMER: THAT’S CORRECTED YOUR BILL IS BEFORE US AND IT’S GOING TO BE REFERRED TO THE GENERAL REGISTER. PLEASE; TELL US ABOUT THE BILL.>>REPRESENTATIVE LUECK: THANK YOU MR. CHAIR AND COMMITTEE MEMBERS. 3507 WOULD SIMPLY ADD A LITTLE SPOT TO NOTE WHETHER A PERSON IS A VETERAN OR NOT ON A FORM THAT WE HAVE USED IN THE SECRETARY OF STATE’S OFFICE USE OF WE’VE GOT ABOUT 200 STATE BOARDS WHERE THE GOVERNOR; VARIOUS COMMISSIONERS; AGENCY HEADS; MAKE APPOINTMENTS THAT CITIZENS SERVE ON AND THERE’S A WHOLE BIG SECTION IN THE MIDDLE OF THAT THAT ASKS ON A VOLUNTARY BASIS INFORMATION IF YOU WANT TO TELL SOMEBODY YOUR AGE; YOUR GENDER; YOUR BACKGROUND. WHAT WE DON’T HAVE ON THEIR RIGHT NOW IS AN OPPORTUNITY TO NOTE WHETHER YOU ARE A VETERAN OR NOT AND SO WHAT WE’VE ASKED IS IF THE SECRETARY OF STATE COULD ADJUST THAT FORM SO THAT ON A VOLUNTARY BASIS YOU COULD PROVIDE THAT INFORMATION . THE REAL PURPOSE FOR THAT IS SIMPLY WE WANT TO KNOW; AS BEST WE CAN; WHERE VETERANS ARE; WHAT THEY ARE DOING . WE TRACK ALL KINDS OF OTHER IMPORTANT INFORMATION AS A STATE IN THAT MANNER. IT’S ALL VOLUNTARY WITH THAT I THINK THE SECRETARY OF STATE CAN DO MUCH MORE ELOQUENT JOB OF EXPLAINING WHAT WE ARE TRYING TO IT SIMPLY ADDS TWO WORDS TO ABOUT FOUR PAGES. VETERAN STATUS. SO FOR PAGE BILL AND IT’S JUST TINY LITTLE CHANGE BUT IT WOULD GIVE US THE OPPORTUNITY ON A VOLUNTARY BASIS RECORD THAT DATA AND THEN WE CAN LOOK AT IT AND SEE WHAT IT TELLS US.>>CHAIR DETTMER: SEC. SIMON WELCOME TO THE COMMITTEE. PLEASE; INTRODUCE YOURSELF FOR THE RECORD.>>TESTIFIER: STEVE SOLOMON MINNESOTA SECRETARY OF STATE. MEMBERS; THANK YOU MR. CHAIR IN PARTICULAR YOUR STAFF AND REPRESENTATIVE LUECK PREPARING THE BILL. I THINK IT’S OVER THE COMMITTEE MEMBERS MY NOTE WHEN THE FUNCTIONS WE HAVE IN OUR OFF ICE WE RUN THE INTAKE PORTION OF THE OPEN APPOINTMENT PROSPECT WILL MAKE THE OPPONENTS THAT’S TYPICALLY FOR THE GOVERNOR FOR SOME EXECUTIVE AGENCY WE RUN THE INTAKE PROCESS FOR THEM. AS REPRESENTATIVE LUECK SAID HUNDREDS OF BOARDS COMMISSIONS PANELS WORKING GROUPS ETC. IN THEIR APPOINTMENTS THE PEOPLE APPLY AT WE HAVE AN ONLINE SYSTEM YOU CAN DO IT ON PAPER AND BY STATUTE WE ASK SEVERAL THINGS GOOD SOME ARE MANDATORY PIECES NAME ADDRESS THE OBVIOUS THINGS THAT WE ALSO HAVE A SECTION FOR OPTIONAL INFORMATION WHERE PEOPLE ARE INVITED IF THEY CHOOSE TO REVEAL THEIR AGENDA GENDER AGE DISABILITY POLITICAL AFFILIATION; RACE; ETC. BUT THERE’S BEENTHERE FOR ANYONE TO DISCLOSE IF THEY WANT TO WHETHER THEY ARE A VETERAN. WE STRONGLY SUPPORT THIS WEAVING IT’S RELEVANT INFORMATION USEFUL INFORMATION AND INTERESTING INFORMATION IS ALSO CONSISTENT WITH WHAT WE DONE IN OUR OFFICE IN A DIFFERENT PART OF OUR OFFICE. MANY OF YOU KNOW WE DO THE BUSINESS INTAKE AS WELL. SO WE’VE A LOT OF COMMERCIAL FILINGS AND BUSINESS LINES WITH OUR OFFICE. WE KNOW SOMETHING CALLED THE MINNESOTA BUSINESS SNAPSHOT SO INVITE ALL NEW AND RENEWING BUSINESSES TO PROVIDE FIVE DIFFERENT PIECES OF INFORMATION ABOUT THEMSELVES IF THEY CARE TO. THEY DON’T HAVE TO WITH A CAN’T AND SO FAR 230;000 BUSINESSES HAVE AND THE VERY REASON WE STARTED DOING IT WAS BECAUSE A MEETING WE HAD; THAT I HAD OVER THREE YEARS AGO SOMEONE FROM THE MILITARY SERVICE ORGANIZATION-THE WHOLE THING STARTED FROM THIS MEETING. HE APPROACHED ME AND HE SAID WHY CAN’T VETERANS; WHEN THEY START A BUSINESS WISE AND THERE SOME BOX THEY CAN CHECK THAT SIMPLY DISCLOSES THIS A VETERAN OWNED BUSINESS. I SAID; YOU ARE RIGHT. THAT’S A GOOD IDEA. LET’S DO IT. SO WE’VE DONE IT SO THIS IS CONSISTENT WITH THAT AND THAT’S WHY WE SUPPORT THE BILL. HOPEFULLY IT’S NOT CONTROVERSIAL.>>CHAIR DETTMER: YES. MR. SECRETARIES 30 COST TO THE DOOR TO THE STATE WHERE THE TAXPAYERS? IS ERNIE COSTA WHAT WERE DOING WITH THIS LEGISLATION?>>TESTIFIER: NO. NO COST.>>CHAIR DETTMER: OKAY. I LIKE TO HEAR THAT. ANY QUESTIONS FROM THE COMMITTEE? REPRESENTATIVE LUECK ANY CLOSING REMARKS?>>REPRESENTATIVE LUECK: I LIKE TO THANK THE SECRETARY SIMON FIRST OF ALL REALLY DO APPRECIATE HIS PART IN THIS AND AS SOME OF THE FOLKS SAY BREVITY IS OUR FRIEND HERE. WE HAVE A LOT OF OTHER BUSINESS TO DO SO I JUST THINK ALL THE MEMBERS AND SQ THAT WE MOVE THIS FORWARD TO THE REGISTER.>>CHAIR DETTMER: ANY OTHER QUESTIONS FROM THE GALLEY GALLERY ABOUT THIS? I SHOULD’VE ASKED THAT EARLIER. IF NOT; REPRESENTATIVE LUECK RENEWS HIS MOTION THAT HOUSE FILE 35 07B REFER TO THE GENERAL REGISTER. ALL THOSE IN FAVOR SAY; AYE. [CHORUS OF AYES.] OPPOSED; NAY.>>[GAVEL]>>CHAIR DETTMER: THE MOTION PREVAILS HOUSE FILE 3507 IS REFERRED TO THE GENERAL REGISTER. THE NEXT BILL ON THE AGENDA IS HOUSE FILE 3477 REPRESENTATIVE BLISS COME TO THE TABLE WITH YOUR TESTIFIERS. I THINK THERE’S ONE MORE CHAIR WE COULD USE. THE PAIGE COULD GET ANOTHER CHAIR THERE? REPRESENTATIVE BLISS WOULD LIKE TO MOVE YOUR BILL BEFORE THE COMMITTEE? AND BE REFERRED TO GOVERNMENT OPERATIONS COMMITTEE.>>REPRESENTATIVE BLISS: I WOULD LIKE TO MOVE MY BILL>>CHAIR DETTMER: REPRESENTATIVE BLISS YOUR BILL IS BEFORE SAID PLEASE; TELL US ABOUT YOUR BILL>>REPRESENTATIVE BLISS: MY BILL IS TO ALLOW CITIZENS AND COUNTIES BY RESOLUTION TO DECLARE THEMSELVES PURPLE HEART CITIES FOR COUNTIES. THIS WOULD ALLOW PLACEMENT OF A PURPLE HEART RECIPIENT PARKING SPOT RESERVED IN FRONT OF MUNICIPAL BUILDINGS AND COUNTY BUILDINGS. I’M GOING TO TURN IT OVER TO THE REPRESENTATIVES OF THE MILITARY ORDER OF THE PURPLE HEART FOR THEIR EXPO NATION AND THANK YOU.>>CHAIR DETTMER: GOOD AFTERNOON>>TESTIFIER: GOOD AFTERNOON MR. CHAIRMAN SPEEDING BOB CONNOR LEGISLATIVE CHAIR THE MILITARY PURPLE HEART HERE ALONG WITH MY DEPARTMENT COMMANDER [INAUDIBLE] AND ANOTHER ONE MY CHAPTER MEMBERS DAVID BELLIS.. BOTH ARE VIETNAM VETERANS. WE ALSO HAVE CITY COUNCILMEMBER TERRY PARKES FROM BROOKLYN PARKS CITY COUNCIL IN BROOKLYN PARK JUST RECENTLY BECAME A PURPLE HEART CITY. I WOULD ASK MR.-COMMANDER FARGO TO SAY A FEW WORDS IN THANKS. HE HAPPENS TO BE A RESIDENT OF BROOKLYN PARK.>>CHAIR DETTMER: WELCOME. STATE YOUR NAME FOR THE RECORD AND PROCEED WITH YOUR TESTIMONY.>>TESTIFIER: MY NAME IS [INAUDIBLE] PURPLE HEART I’M VERY THANKFUL TO HAVE SPIVEY TO MAKE ST. PAUL A SINK PURPLE HEART CITY. AND TO BE RESOLUTE OF BROOKLYN PARK IS AN HONOR TO MAKE BROOKLYN PARK A PURPLE HEART CI TY. FIRST PURPLE HEART CITY IN HENNEPIN COUNTY .>>CHAIR DETTMER: PLEASE; PROCEED.>>TESTIFIER: MY NAME IS TERRY PARKES ON THE CITY COUNCIL AND MAYOR PRO TEM OF BROOKLYN PARK AND I’M THE ONE THAT BROUGHT IT FORWARD TO THAT WE ARE SIT AT WORK ONE DAY TALK TO MY BOSS WHICH IS DAVID BELLIS IN THE BACK AND WE WOULD TALK ABOUT PURPLE HEART AND PURPLE HEART CITIES. WE ARE THE FIRST ONES IN HENNEPIN COUNTY TO BECOME THE WE DO HAVE A PARKING SPOT RIGHT UP FRONT FOR PURPLE HEART AND PEOPLE ARE HONORING THAT IN A PARKING THERE IF NOT PURPLE HEART WHICH IS GREAT. BROOKLYN PARK IS HOME OF VFW 3915. WE ALSO HOME OF THE THREE AND 47TH REGIONAL SUPPORT GROUP IN ONE OF OUR MOST FAMOUS RESIDENTS JOHN HOLQUIST IS SITTING RIGHT UP FRONT NEXT TO YOU. I WANT TO READ SOMETHING IF I COULD JUST ENCLOSING BUT I WANT TO ENCOURAGE OTHER CITIES AND COUNTIES TO TAKE ON THIS PURPLE HEART. ACTUALLY; THIS GROUP WE GOT TOGETHER THEY MADE UP THE PROCLAMATION. WE JUST GOT MODIFIED IT FOR OUR OWN CITY AND WE HAVE IT IN HER EMPLOYER AS YOU WALK DOWN CITY HALL BUT I TOO AM A MEMBER OF THE VFW I SERVED 72-76 WITH A NAVY SEABEES WHICH IS PROBABLY THE BEST UNIT I BELIEVE. [LAUGHING]. SO I FOUND THIS-I’VE DONE THINGS THAT HAUNT ME TONIGHT YOU CAN SLEEP IN PEACE. I’VE BEEN AWAY FROM MY FAMILY ALONG SO THAT YOU CAN BE SAFE. I’VE SACRIFICED A LOT IN MY LIFE SO YOU MAY LIVE FREE I HAVE DONE THESE THINGS BECAUSE I’VE SWORN AN OATH TO MY COUNTRY. I WILL LIVE BY THIS OATH UNTIL THE DAY I DIE BECAUSE I’M ALWAYS AND WILL BE A US VETERAN.>>CHAIR DETTMER: THANK YOU SIR. I KNOW THERE’S NO COST TO BECOME A PURPLE HEART CITY. I THINK THE PURPLE HEART ORGANIZATION ALSO PROVIDES A SIGNAGE FOR COMING INTO A TOWN AND LEAVING A TOWN WHERE THE PARKING SIGNS. COULD YOU KIND OF GIVE US A LITTLE INFORMATION ON THAT?>>TESTIFIER: YES MR . CHAIR. FOR THE CITY BROOKLYN PARK; WE PROVIDED A PARKING SIGN. IT’S A VOLUNTARY BUT YOU CAN BE ASSURED THAT WERE EVER IN THE STATE ARE PURPLE HEART WOULD BE SUPPORTED AND BOTH FINANCIALLY AND OUR VOICES.>>CHAIR DETTMER: SOME QUESTIONS? REPRESENTATIVE MAYE-QUADE? I DECIDED THIS MORNING I DO NOT YOU HAVE A GREAT BILL FOR THE COMMITTEE. GLAD TO SEE YOU. MY GRANDFATHER WAS A WORLD WAR II VETERAN HE WAS ACTUALLY IN PEARL HARBOR WHEN IT WAS BOMBED AND I THINK HE WAS A PURPLE HEART RECIPIENT AND I THINK OF HIM A LOT BECAUSE HE’S KIND OF A MINNESOTA KID. HE WAS BORN IN HIBBING AND HE LIVED IN AURORA AND [INAUDIBLE] HE TOOK HIS PATH THROUGH MINNEAPOLIS ST. PAUL SO I’M WONDERING IF MAYBE WE COULD BECOME A PURPLE HEART STATE. OVER THE FOR ALL ARE PURPLE HEART THAT’S TO HAVE A PLACE AND WHERE THEY WANT IN THE COUNTY OR CITY WHETHER THAT A CITY OR COUNTY HAS GONE THROUGH THE PROCESS. JUST A THOUGHT; YES?>>TESTIFIER: [INAUDIBILE / OFF MIC]>>REPRESENTATIVE MAYE QUADE: I’M WITH YOU>>CHAIR DETTMER: REPRESENTATIVE O’DRISCOLL>>REPRESENTATIVE O’DRISCOLL: WHY DOES THE STATE NEED AUTHORIZATION? WITH THE COUNTY HAVE CONTROL OVER THEIR OWN PROPERTIES TO DO WITH A WISH WITH A SIGNAGE?>>CHAIR DETTMER: TO THE TESTIFIER>>TESTIFIER: BASICALLY WHAT WE’RE DOING IS ENCOURAGING OTHER CITIES AND COUNTIES TO DO THIS. WE DID NOT NEED ANY PERMISSION FROM ANYBODY FROM THE STATE TO DO WHAT WE DID TO BECOME A PURPLE HEART CITY. IT COST US NOTHING.>>CHAIR DETTMER: REPRESENTATIVE O’DRISCOLL I THINK WHAT WE ARE DOING IS MAYBE THE STATE TAKING IT ON AND MAKING IT SOMETHING THAT’S WE FEEL AS A STATE IS IMPORTANT I THINK BRINGING ATTENTION TO EVERYBODY AND MAYBE ABOUT THEIR DON’T KNOW WE CAN DO THIS. REPRESENTATIVE O’DRISCOLL>>REPRESENTATIVE O’DRISCOLL: WHEN WE GET PROCLAMATIONS FROM ST. PAUL>>TESTIFIER: WE GET THE GOVERNOR TO SIGN THE PURPLE HEART. [INAUDIBLE]>>REPRESENTATIVE O’DRISCOLL: I’M THINKING ABOUT THE [INAUDIBLE] ARCHER FROM THE GOVERNMENT OPERATIONS STANDPOINT . THAT’S WHY BROUGHT THAT QUESTION FORWARD. I KNOW THAT’S GOING TO COME UP IN GOVERNMENT OPERATIONS. IT’S GOOD GOT A CHANCE TO TALK ABOUT IT TODAY AS WELL. THANK YOU MR. CHAIR>>CHAIR DETTMER: ANY OTHER QUESTIONS FROM THE COMMITTEE? ANY QUESTIONS FROM ANYBODY ELSE? YES REPRESENTATIVE LESCH B RESCH THANK YOU TO THE AFTER I SPONSOR THE TEAM WHEN IT WAS A HOCKEY PLAYER AND I SAW THE TEACHER. IT DOESN’T FIT ANYMORE BUT THANK YOU FOR YOUR SPONSORSHIP>>CHAIR DETTMER: REPRESENTATIVE WILLS ANY CLOSING REMARKS?>>REPRESENTATIVE BLISS: THANK YOU MR. CHAIR I APPRECIATE YOUR SUPPORT.>>CHAIR DETTMER: REPRESENTATIVE BLISS NEWS HIS MOTION HOUSE FILE 3470 7B REFER TO THE GOVERNMENT OPERATIONS COMMITTEE. ALL THOSE IN FAVOR SAY; AYE. [CHORUS OF AYES.] OPPOSED; NAY. THE MOTION PREVAILS>>[GAVEL]>>CHAIR DETTMER: HOUSE FILE 3477 IS REFERRED TO GOVERNMENT . OPERATIONS. THE NEXT BILL IS HOUSE FILE 3429. THIS IS MY BILL IN VICE CHAIR BLISS WILL TAKE THE GAVEL SO I MAY PRESENT MY BILL.CHAIR DETTMER>>CHAIR: CHAIR DETTMER YOUR BILLS BEFORE US. I’M SORRY. IT WOULD YOU LIKE TO MOVE YOUR BILL BEFORE THE COMMITTEE AND BE WE REFER TO THE TAXES COMMITTEE?>>REPRESENTATIVE DETTMER: I LIKE TO MOVE MY BILL>>CHAIR: YOUR BILLS BEFORE SPIRIT PLEASE; TELL US ABOUT YOUR BILL>>REPRESENTATIVE DETTMER: MR. CHAIR-IS THIS MICROPHONE ON? CAN EVERYBODY HERE? HOUSE FILE 3429 I WOULD LIKE TO MAKE A FEW CHANGES IN THE CURRENT STATUTE. MAKES FOUR CHANGES TO THE DAYS DISABLED HOMESTEAD EXCLUSION FOR SMALL THE BILL IT ELIMINATES THE EIGHT YEAR-EIGHT YEAR- I DON’T KNOW IF THIS MICROPHONE IS VERY GOOD. IS IT? ELIMINATES THE A YEAR AND ALSO ALLOWS ONE TIME SALE OF PROPERTY TO PUT THE EXISTING PROPERTY BACK ON THE TAX ROLLS. IT INVOLVES A NEW PIECE OF PROPERTY IS EQUAL OR LESS AND ALSO CHANGES SOME OTHER THINGS. IT WAS REALLY BROUGHT TO MY ATTENTION BY THE DAD DISABLED AMERICAN VETERANS AND I HAVE FOLKS HERE TO REALLY GIVE YOU A GOOD INDICATION WHY WE ARE DOING THIS AND I HAVE ALSO MET WITH THE COUNTY’S AND WILL BE MEETING WITH HIM AT COUNTIES ON THIS WHOLE ISSUE BUT I THINK IT’S IMPORTANT T HAT WE TRY TO GET THIS THROUGH. WE ARE PART OF THE BILL THAT I CARRIED LAST YE AR THROUGH BUT WE WANT TO MAKE SURE THAT WE KEEP THIS ON BOARD AND GOING FORWARD WITH IT. SO WOULD YOU TAKE IT FROM HERE? SPEECH OR>>TESTIFIER: LEGISLATIVE DIRECTOR FOR DISABLED AMERICAN VETERANS DEPARTMENT OF MINNESOTA. HERE TO TESTIFY IN SUPPORT OF THIS BILL AND I LIKE TO RECAP A LITTLE BIT OF THE POTENTIAL IMPACT THAT THIS COULD HAVE ON OUR VETERANS AND SURVIVING SPOUSES OUT THERE. AFTER LAST SESSION I WAS CONTACTED BY A WIDOW AT OF MOREHEAD. SHE’S A WIDOW OF A VIETNAM VETERAN WHO HAD PASSED AWAY AND WE ABOUT 6 1/2 YEARS. AT 6 1/2 YEARS SHE’S FACING THE REALITY THAT IF SHE HITS HER EIGHT YEARS SHE CANNOT AFFORD HER HOME ANY LONGER. THAT’S THE FAMILY HOME. IT WILL JUST PRICER OUT. SHE HAD TO LEAVE WORK EARLY TO BECOME A CARETAKER FOR VIETNAM VETERAN HUSBAND. WHEN HE PASSED AWAY THE INCOME FOR SURVIVORS BENEFITS CUTS INTO ABOUT HALF WHAT WAS WHETHER VETERAN WAS ALIVE AND EVEN WITH RETURNING TO WORK AFTER THAT TIME OFF SHE WOULD NOT BE ABLE TO MAINTAIN THE FAMILY HOME ANY LONGER. FOR HER THIS IS A SERIOUS ISSUE AND ONE THAT HAS A SENSE OF URGENCY. I KNOW WE BEEN WORKING ON A LIFETIME EXTENSION FOR YOUR CELL AND IT REALLY IS-I’VE BEEN IN CONTACT. I LET HER KNOW THIS BILL WE ARE WORKING WITH A REPRESENTATIVE DETTMER WAS COMING UP AND HOPEFUL UNRESERVEDLY HOPEFUL MAYBE THIS COULD BE THE YEAR.. THIS BILL ALSO CLEANS UP A LITTLE BIT OF A PROBLEM THAT WE’VE HAD WITH THIS IF ON JULY 2 A VETERAN WERE TO GET NOTIFICATION THAT THEY WERE 100% TOTAL AND PERMANENT JULY 2; 2018; THEY WILL MISS THE DEADLINE AND THEY WILL HAVE TO MISS ALL OF 2019 ; APPLY IN 2019 AND GAIN THIS BENEFIT IN 2020. BECAUSE THERE’S A HARD DEADLINE ON THEIR FOR A VETERANS ESSENTIALLY CAN MEAN 18 MONTHS DELAY IN RECEIVING THIS BENEFIT THE BILL WOULD CORRECT THAT. IT WILL ELIMINATE THE DEADLINE FOR EVERYBODY WOULDN’T CAUSE MASSIVE HEADACHES BUT FOR THOSE VETERANS OR THOSE WIDOWS THAT WOULD BECOME ELIGIBLE FOR THIS AFTER THE JULY DEADLINE WOULD ALLOW AN EXCEPTION THERE.. THIS ONE GOES A LITTLE BIT FURTHER AND SOMETHING THE DISABLED AMERICAN VETERANS I KNOW THE A MERICAN LEGION WILL BE APPROACHING THE REMAINDER OF THE COMMANDERS TASK FORCE . IT CREATES A TRANSFERABILITY AS TO BE READY DETTMER HAD MENTIONED. IT MAKES A BENEFIT FOR THE SURVIVING SPOUSE. WE FINALLY WILL RECOGNIZE THEIR CONTRIBUTION JUST AS WAS POINTED OUT IN THE LEAD UP TO THIS COMMITTEE; THE CONTRIBUTION BETTER SPOUSES MAKE AND WILL SAY; HERE IS A BENEFIT FOR YOU . MAYBE THE FAMILY HOME IS NO LONGER MAINTAINABLE. MAYBE TIME TO MOVE INTO TOWN WHERE THE HOUSES WITH A SHOVEL THE DRIVE FOR YOU AND WE ARE HOPEFUL BUT WE HAVE SOME POSITIVE FEEDBACK FROM THE COUNTIES I THINK IT HAS THE POTENTIAL TO RETURN LARGE FAMILY HOMES TO THE TAX ROLLS AND WITH THE EQUAL OR LESSER VALUE STIPULATION IN THEIR ADVOCATES BENEFICIAL. IT ALSO CLEANS UP SOMETHING IF A VETERAN WERE RECEIVING THIS BENEFIT RIGHT NOW SO THEI R HOME; PURCHASED BY A NONVETERAN; THAT VETERAN COULD I MOVE THERE ELIGIBILITY TO THE NEXT HOUSE THAT IT WOULD STAY WITH A HOUSE. SO THE COUNTY MISSES OUT ON THE TAXES AND THAT PORTION AS WELL. SO THIS CLEANS UP THAT LANGUAGE. IT RECOGNIZES THE CONTRIBUTIONS OF OUR SURVIVING SPOUSES COULD I THINK IT ADEQUATELY ACKNOWLEDGES THAT THEY MAKE SACRIFICES BUT FINANCIALLY AND AFTER THE VETERAN DOES PASS AWAY I THINK IS ANOTHER GREAT STEP COULD I KNOW 119 HAS A GREAT IMPACT IN THIS COMMITTE E HAS STARTED THE BALL ROLLING ON THAT. WIDOWS FROM ALL ACROSS THE STATE HAVE BEEN ADDED THANKS TO YOUR WORK YOUR LAST YEAR. SO I THINK YOU FOR YOUR TIME.>>CHAIR: ARE THERE ANY QUESTIONS FOR THE AUTHOR OR TESTIFIER? IS THERE ANYBODY ELSE THERE WOULD LIKE TO TESTIFY ON THIS BILL? IS THERE ANY DISCUSSION? CHAIR DETTMER ANY CLOSING REMARKS>>REPRESENTATIVE DETTMER: I THINK WE CAN AS LEGISLATORS IF THE MORE YOU CAN GET OUT AND MEET WITH YOUR FAMILIES THAT ARE VETERAN FAMILIES OR FAMILIES THAT HAVE SONS OR DAUGHTERS THAT ARE SERVING THE MORE YOU CAN TALK TO THEM YOU COME UP WITH SOME INFORMATION LIKE I DID WITH TRENT HERE THAT IF YOU REALLY LISTEN YOU COULD PICK UP ON SOME THINGS AND YOU CAN REALLY C OME UP WITH SOME LEGISLATION THAT REALLY MAKES A DIFFERENCE IN PEOPLE’S LIVES. IN THIS CASE; THE SURVIVING SPOUSES. SO I WANT YOUR SUPPORT ON THIS AND CARRY FORWARD WITH IT. THANK YOU.>>CHAIR: CHAIR DETTMER RENEWS HIS MOTION AS WELL 3420 9B REFER TO THE TAXES COMMITTEE. ALL THOSE IN FAVOR SAY; AYE. [CHORUS OF AYES.] OPPOSED; NAY. THE MOTION PREVAILS.>>[GAVEL]>>CHAIR: HOUSE FILE 3421 IS REFERRED TO TAXES. THE NEXT BILL ON THE AGENDA IS HOUSE FILE 3009. REPRESENTATIVE POSTON; PLEASE COME TO THE TABLE WITH YOUR TESTIFIERS. TEACHER DADDY WE KNOW CERTAIN PEOPLE HAVE TO LEAVE BECAUSE BUSES ARE LEAVING WE WANT TO THANK AGAIN PEOPLE FOR COMING OUT. THANK YOU. SAFE JOURNEYS EVERYBODY.>>CHAIR DETTMER: SAFE JO URNEY EVERYBODY. REPRESENTATIVE POSTON WOULD YOU LIKE TO MOVE YOUR BILL BE REFERRED TO THE JOBS AND GROWTH ENERGY AFFORDABILITY POLICY AND FINANCE COMMITTEE? THAT’S QUITE A COMMITTEE.>>REPRESENTATIVE POSTON: YES MR. CHAIR LIKE TO MOVE MY BILL.>>CHAIR DETTMER: PLEASE PRESENT YOUR BILL>>REPRESENTATIVE POSTON: HOUSE FILE 3009 IS A BILL THAT PERMITS MONIES FOR HIRING FOLKS THAT DO SPECIALIZED SERVICES FOR VETERANS AND INDEPENDENT LIVING SITUATIONS. IT APPROPRIATE $590;000 IN THIS YEAR AND $590;000 IN 2019. WITH ME TODAY I HAVE CARLA ROTH. SHE IS EXECUTIVE DIRECTOR OF INDEPENDENT LIFESTYLE AND OF CAMP BLISS AND CARLA CAN SWING THESE TARGETED SERVICES AND I ALSO THREE VETERANS WITH ME TODAY CHRISTOPHER WILSON. CARLA CHAPMAN AIR. I HOPE I’M SAYING THAT RIGHT. AND JOHN SCHNEIDER. WITH THAT WILL LET CARLA TALK TO THE BILL.>>TESTIFIER: HELLO. I’M>>REPRESENTATIVE BERNARDY: EXECUTIVE DIRECTOR OF INDEPENDENT LIFESTYLE LOCATED IN LUZERN COUNTY. ALSO THE LEGISLATIVE LIAISON FOR THE MINNESOTA ASSOCIATION OF TENNIS FOR INDEPENDENT LIVING. CENTERS FOR INDEPENDENT LIVING THERE ARE EIGHT AS YOU CAN SEE ON THE HANDOUT. THEY ARE THAT COVER THE ENTIRE STATE OF MINNESOTA WITH VERY LARGE REGIONS TO SERVE. WE SERVE PEOPLE OF ALL DISABILITIES; PHYSICAL COGNITIVE MENTAL EMOTIONAL CHEMICAL SENSORY ANY TYPE OF DISABILITY FROM BIRTH TO DEATH. AS YOU KNOW NOW IS THE TIME WERE MORE AND MORE VETERANS ARE COMING BACK WITH SOME TYPE OF DISABILITY WHETHER IT IS PHYSICAL COGNITIVE CHEMICAL OR MENTAL EMOTIONAL. IN OUR SERVICES WE HAVE FOUND THAT WE ARE SERVING INCREASINGLY MORE AND MORE VETERANS ESPECIALLY IN AREAS WHERE THERE HAPPENED TO BE A VA OR RURAL AREAS WITH THERE’S A LACK OF SERVICES. WE FOUND THAT IN CERTAIN LUZERN COUNTY. WE WERE JUST SERVING MORE AND MORE VETERANS WITH DISABILITIES AND SO WE FOUND THE NEED TO DEDICATE OUTREACH STAFF FOR VETERANS THAT CAN BEST SERVE OUR VETERANS WITH DISABILITIES. IN LUZERN COUNTY WERE INCIDENTAL DEVELOPING [INAUDIBLE] VETERANS COURT AND CREATED KIM BLISS WHICH IS IN WALKER MINNESOTA TO PROVIDE MUCH-NEEDED RESPITE AND REJUVENATION AND HEALING IN A NATURAL SETTING. BY THROUGHOUT MINNESOTA YOU WILL FIND THAT VERY DIVERSE AND DIFFERENT UNIQUE SERVICES ARE OFFERED TO OUR VETERANS FROM ACCESSIBILITY ALLOWS THEM TO STAY IN THEIR HOMES AND LIVE IN THEIR HOMES ONCE THEY RETURN TO INDEPENDENT LIVING SKILLS AND ADVOCACY NEEDED TO ACHIEVE THE SKILLS SO THEY CAN REMAIN OR ACHIEVE INDEPENDENCE. AS REPRESENTATIVE POSTON SAID THIS MONEY WILL BE DIVIDED EQUALLY BETWEEN THE EIGHT CENTERS BETWEEN INDEPENDENT LIVING IN MINNESOTA SO WE ARE DEDICATED VETERAN SERVICES AND SUPPORT THROUGHOUT THE ENTIRE STATE. IN OUR RESEARCH NORTHWEST VETERANS; THEY’VE REITERATED THE NEED FOR COMMUNITY BASED SERVICES SUCH AS THIS THAT OUTSIDE OF THE GOVERNMENT AND OUTSIDE OF THE VA SYSTEM. SO VERY HONORED TO BE HERE TODAY AND VERY HONORED TO INTRODUCE YOU TO OUR THREE VETERANS OF IN SOME CAPACITY EXPERIENCED SERVICES OF THE CENTER FOR INDEPENDENT LIVING ON ARE HERE TO SHOW YOUR TESTIMONY. I LIKE TO START WITH CHRI S.>>CHAIR DETTMER: WELCOME. YOU MIGHT HAVE TO SPEAK UP BECAUSE I DON’T THINK THAT MICROPHONE IS WORKING VERY WELL. YOU PROBABLY HAVE A STRONG VOICE ANYWAY. GO AHEAD.>>TESTIFIER: MR. CHAIR AN D REPRESENTED; MY NAME IS CHRIS WILSON. I’M A CORPORAL IN THE UNITED STATES MARINE CORPS. I DID ABOUT 7.5 YEARS IN THE MILITARY AND MOST OF IT WAS IN THE MARINES WHERE DID THREE TOURS AS WELL AS A LITTLE BIT OF TIME IN THE ARMY. I THOUGHT I COULD USE A LITTLE BIT OF A VACATION. [LAUGHING]. THE STATE IS LARGE MADE UP OF ARMY MOST MY FAMILY’S ON AND I WAS TAKE A SHOT WHEN I CAN.>>CHAIR DETTMER: THAT’S ALL RIGHT. THAT’S OUR APPEARED>>TESTIFIER: I’M HERE TO TALK ABOUT CAMP BLISS. IT’S BEEN INSTRUMENTAL EVENT AND TOOL IN MY LIFE NOT JUST FOR ME BUT ALSO FOR MY WIFE AND THE REST OF MY FAMILY. I FIRST ENTERED MY LIFE IN FALL OF 2014 I WAS STRUGGLING WITH PTSD AND USING ALCOHOL AND TOBACCO AS MY COPING MECHANISM. AFTER GOING TO THE VA I WAS GOING HOME AND MY WIFE HAD HEARD ABOUT A RETREAT; KIM BLISS; AND ALL I COULD THINK OF WAS GREAT A BUNCH OF GUYS SITTING AROUND SINGING COME BY YOU AND TALK ABOUT FEELINGS. THIS IS GOING TO BE AWESOME. LUCKILY; FOR ME IT WAS THE FURTHEST THING FROM IT. WHILE YES; WE DID TALK ABOUT FEELINGS AS WELL AS OUR EXPERIENCES IT BROUGHT US ALL A LOT CLOSER TO ONE ANOTHER. CAMP BLISS HAS BEEN HAVING IT SOMETHING I LOOK FORWARD TO EVERY TIME I’M ABLE TO MAKE IT OUT TO ONE OF THEIR EVENTS OR RETREATS IT SOMETHING THAT I PASS ON TO ANY OF MY FRIENDS THAT ARE VETERANS. I THINK THAT EVERYONE BENEFITS FROM IT I HAVE MADE FRIENDS THAT I’VE HAD FOR MANY MANY YEARS. SOME OF THEM THAT WORK WITH THE ORGANIZATION COULD AM THAT WERE JUST OTHER PARTICIPANTS AT THE RETREAT. WE HAVE COME ACROSS ALL OVER THE STATE EVEN FROM PEOPLE OUTSIDE THE STATE THAT WE STAY IN TOUCH WITH REGULARLY AND CONTINUE TO PROVIDE PROVIDE SUPPORT FOR ONE ANOTHER INCLUDING OUR FAMILIES. IT’S ACTUALLY THROUGH KIM BLISS BUT ADMIT A GOOD FAMILY FRIEND WE HAVE NOW WHO INTRODUCED TO ANOTHER VET THAT HAPPENED TO BE IN OUR AREA THAT WE END UP HELPING OUT. WITHOUT KIM BLISS I WOULD NOT BE HERE IN THIS ENVIRONMENT JUST BECAUSE I DIDN’T REALLY LIKE OPEN UP TO PEOPLE AND TALK ABOUT MY EXPERIENCES OR JUST MY CURRENT SITUATION. I LIKE TO SAY THANK YOU AGAIN CHAIR FOR PUTTING ON THE EVENT.. IT’S MONUMENTAL BUT IT CAN CHANGE YOUR LIFE .. AT THE VERY LEAST; IT’S A MOMENT OF QUIET AND A BEAUTIFUL AREA OF THE STATE.>>CHAIR DETTMER: THANK YOU AGAIN THANK YOU FOR YOUR STORY AND FOR YOUR SERVICE. ANOTHER SPEAKER. PLEASE; INTRODUCE YOURSELF.>>TESTIFIER: MY NAME IS CARLA TRAINER. I’M A 20 YEAR RETIREE IN THE UNITED STATES ARMY. [LAUGHING] JUST SAYING. I’M CURRENTLY THE COMMANDER OF THE AMERICAN LEGION POST IN APPLE VALLEY AND I REALLY–I CAN’T SAY ENOUGH ABOUT CAMP BLISS BUT MY HUSBAND ACTUALLY FOUND KIM BLISS AND MADE ME GO AGAINST MY WISHES AND I THINK WAS PROBABLY THE BEST THING THAT I EVER DID AFTER BEING IN THE ARMY FOR 20 YEARS AS A FEMALE. IT WAS CHALLENGING IN MANY WAYS AND I THINK CARROT REALLY DREW THAT OUT OF ME. IT WAS VERY POWERFUL. SORRY. SPEAK TRYING MY FAMILY TOTALLY APPRECIATE IT. I APPRECIATE IT. THEY HAVE DONE SO MUCH FOR THE VETERANS AND THIS WOULD ONLY HELP EVERYBODY THAT NEEDS IT. THE VA CAN’T HELP EVERYBODY. AS WE HEARD IN THE NEWS LAST WEEK. I DON’T WANT THAT TO HAPPEN TO ANYBODY ELSE. IF WE HAVE MORE OF THESE ORGANIZATIONS THAT ARE WILLING TO STEP UP AND SAY; YOU KNOW WHAT; LET US HELP. WE KNOW HOW TO HELP. LOOK AT THE POWERFUL THINGS THAT WE ARE DOING. I THINK THAT IT WOULD BE MUCH BETTER FOR ALL VETERANS IN THIS AREA. AS AMERICAN LEGION I’VE BEEN SENDING PEOPLE TO HER ALSO. I CAN’T PHRASE THIS OREGON PRAISE THIS ORGANIZATION ENOUGH NOTHING WOULD BE REALLY GOOD IF WE COULD SEND IT FORWARD. THANK YOU.>>CHAIR DETTMER: YOUR STORY ALSO TALKS ABOUT THE STRONG IMPACT THAT THE AMERICAN LEGION VFW’S CAN HAVE ON HELPING PEOPLE STEERING THEM IN THE RIGHT DIRECTION AND MA’AM; THANK YOU FOR YOUR SERVICE. YES; PLEASE INTRODUCE YOURSELF FOR THE RECOR D.>>TESTIFIER: GOOD AFTERNOON MR. CHAIR AND MEMBERS. MY NAME IS CPL. JOHN SCHNEIDER. UNITED STATES MARINE CORPS. I AM FROM POST 2001 [INAUDIBLE]. I WOULD LIKE TO TELL YOU A LITTLE STORY OF MY LIFE. MY MEMORY GOES BACK AS FAR AS THE MID-1900S;. THE DOCTOR SAID AT THE MINNESOTA EPILEPSY CENTER THAT MAY NOT COME BACK AT ALL AND IT HAS STOPPED UNFORTUNATELY MY ABILITY TO WORK AND REMEMBER MOST SIMPLEST OF TASKS SUCH AS READING AND WRITING AND AT TIMES REMEMBERING MY OWN NAME. AFTER BEING HONORABLY DISCHARGED FROM THE MARINES I’VE BEEN THROUGH MY HARDSHIPS DEALING WITH HARDSHIPS LIKE EVERYONE ELSE HAVING TO DEAL WITH A LIFE AND HAVING A MENTAL DISABILITY AS WELL AS PTSD . IT ISN’T EASY TO BOUNCE BACK FROM SOMETHING SUCH AS THIS. IT CAN MAKE EVERY DAY A STRUGGLE. THIS IS AND WHAT I IMAGINED LIFE TO BE LIKE FOR A MAN WHO SERVED HIS COUNTRY. ONE DAY AT THE PEAK OF MY EPILEPSY AND PTSD OF THOMAS OF LOOKING AROUND LIVING LOOKING OUT ON SOCIETY AND A HUNTING BLIND. MY BASIC TRAINING HAD KICKED IN REALIZING THIS IS WHERE I POSSIBLY BELONG;; AWAY FROM SOCIETY. NOW YOU MIGHT ASK YOURSELF HOW CAN A PERSON LOSE THE BASIC SKILLS TO LIVE IN SOCIETY. A LOT OF THE SKILLS ANGEL APPEARED SOCIETY IS IN CONSTANT CHANGE. I WOULD ALWAYS TELL MYSELF; REMEMBER YOUR TRAINING CPL. TIME AND TIME AGAIN I GOT SEEKING FOR HELP AND I WOULD STAND IN THE SE LINES LOOKING AROUND AT THE FACES OF PEOPLE WHO NEEDED HELP AND MY HEART WENT OUT TO THEM IN AT THE POINT OF A PROMISE THAT WHEN I GET OUT OF THIS I’M GOING TO DO MY BEST TO HELP AS MUCH AS I COULD. IN THESE LINES I RAN INTO A LOT OF CLOSED DOORS; A LOT OF ENDLESS PAPERWORK. THE N IT OCCURRED TO ME HOW CAN A PERSON TAKE A STEP FORWARD WHEN THE SYSTEM KEEPS THEM TRAPPED IN THIS THEN A PART OF MY LIFE I REFERRED TO AS THE PHONE CALL I HAD RECEIVED ONE DAY FROM MINNESOTA CENTER OF INDEPENDENT LIVING SKILLS. A GENTLEMAN HAD OFFERED MY HELP. AT THE TIME I WAS PRETTY ROUGH AND PRETTY RUGGED LOOKING A LOT DIFFERENT THAN YOU SEE NOW. I WAS LIVING OFF OF SQUIRREL MEAT AND HUNTING WHAT I COULD JUST TO GET BY. THEY WELCOMED ME WITH OPEN ARMS THERE WAS A LOT OF PAPERWORK TO FILL OUT IN FACT THE FIRST THING THEY DID WAS THEY FED ME. INSTEAD OF PUTTING UP THE MOUNTAINS IN FRONT OF ME TO ACCOMPLISH-SEE; AT THIS TIME IN MY LIFE THERE WAS NO ORDER TO FOLLOW WHICH I WOULD HONESTLY HAVE TO SAY THE MILITARY WAS ONE OF THE EASIEST THINGS I DO GO THROUGH MY LIFE YOU JUST DID AS YOU TOLD. VERY SIMPLE. WE SLOWLY; STEP-BY-STEP; BROKE THIS DOWN INTO A MIXTURE OF FRIENDLY CONVERSATION AND HELP AND THE GOALS THAT I NEEDED TO ACHIEVE NEXT TO BECOME SUCCESSFUL. THROUGH THE SYSTEM JUST TO ENSURE THAT I’M NOT SENT BACK TO IT AND WHAT I HAD ACCOMPLISHED THAT DAY WAS SOMETHING TH AT I COULD NOT HAVE ACCOMPLISHED ON MY OWN. A WEEK LATER I HAD THE KEYS TO MY OWN APARTMENT. THIS HAD-ME AND MY SON OUR RELATIONSHIP I GOT EVEN STRONGER AND BETTER HOW COULD HE LIVE WITH HIS FATHER OUT IN A HUNTING BLIND? AFTER WE HAD GOT THROUGH THIS A LOT OF SUPPORT AND A LOT OF ADVOCATING FOR ME WHICH REALLY WAS [INAUDIBILE / OFF MIC] ME AND MY CENTER BACK TOGETHER AND NEXT MONTH YOU WILL BE LOOKING AT A COLLEGE GRADUATE. NOW THAT -THEY DO NOT OFFER A HANDOUT. WITH A OFFER IS A HANDOUT. AND A CHANCE TO GET BACK ON YOUR FEET AGAIN. THAT’S WHERE I’M AT TODAY.>>CHAIR DETTMER: THANK YOU. THANK YOU FOR SHARING YOUR STORY. HAVE SOME QUESTIONS. REPRESENTATIVE ROSENTHAL SPEE ROSENTHAL B ROSENTHAL REPRESENTATIVE POSTON THANK YOU FOR BRINGING THE BILL FOR. THANK YOU TO ALL THE TESTIFIERS FOR YOUR SACRIFICES I THINK A REALLY STRONG BILL. I KNOW IT’S GOING TO FINANCE AND I KNOW NOTICE THE APPROPRIATION WAS OPEN-ENDED AND I’M JUST THINKING YOU MIGHT WANT TO PUT A YEAR IN THEIR SUMMER BECAUSE TYPICALLY DON’T DO THAT BUT IT WOULD BE 2019 FOR THE END OF IT NEXT BIENNIUM ; 2021. ME; I DON’T CARE BUT YOU MIGHT WANT TO RUN INTO SOME TROUBLE IN THE NEXT MANY.>>CHAIR DETTMER: I THINK LINE-I THINK WE’RE TALKING LINE 1.6; THERE’S 590–590;000 FOR THE YEAR 2018 AND 594 2019. REPRESENTATIVE MAYE-QUADE REPRESENTATIVE ROSENTHAL B ROSENTHAL I STAND CORRECTED.>>CHAIR DETTMER: REPRESENTATIVE BLISS WAS NEXT. I’M SORRY>>REPRESENTATIVE BLISS: I HAVE THE OPPORTUNITY TO MEET CPL. TO THE OTHER TESTIFIERS; SO THANK YOU SO VERY MUCH FOR YOUR SERVICE I’M SO HAPPY THAT THERE’S A PLACE LIKE CAMP LESS I’M SOME=I AM SLIGHTLY PARTIAL TO RUNNING. IT DOESN’T CONSTANT CONFUSION UP IN MY REGION. IT DOES SHARE THE NAME WAS FORMALLY CAMP PENNINGTON AND NOW THEY CHANGE IT TO SOMETHING DIFFERENT THERE IS A LITTLE BIT OF CONFUSION BY TO APPRECIATE IT AND I HAVE LOOKED AT YOUR WEBSITE AND DONE A LITTLE RESEARCH AND I DO APPLAUD YOU FOR WHAT YOU DO AND THANK YOU VERY MUCH REPRESENTATIVE POSTON FOR BRINGING THE BILL FOR>>CHAIR DETTMER: REPRESENTATIVE MAYE-QUADE>>REPRESENTATIVE MAYE QUADE: I HAVE TO SAY [INAUDIBLE] BEST POST OF MINNESOTA FAVORITES IS MAD LOVE TO CONTINUE TO WORK WITH YOU AND MAYBE SEE SOME OF THIS .. REPRESENTATIVE POSTON I LOVE YOUR BILL. I THINK WHAT REPRESENTATIVE ROSENTHAL MIGHT BE GETTING TO I SIT ON THE COMMITTEE THE BILL COMES DUE NEXT AND I THINK OUR FISCAL YEAR ENDS SHORTLY AFTER SESSION THIS YEAR MIGHT BE HARD TO APPROPRIATE THAT MONEY THAT QUICKLY BUT I THINK THAT MIGHT BE THE TROUBLE.>>CHAIR DETTMER: REPRESENTATIVE ROSENTHAL B ROSENTHAL SPEE ROSENTHAL LINE 1.10 IT DOES SAY FISCAL YEAR 2018 IS AVAILABLE UNTIL SPENT. SO I JUST WANT TO AGAIN THIS IS A GREAT BILL. JUST KNOW WHAT’S COMING BEFORE YOU.>>CHAIR DETTMER: ANY PEOPLE THAT WOULD LIKE TO TESTIFY FROM THE AUDIENCE? ANY OTHERS? REPRESENTATIVE FISCHER KNOW. I WOULD REALLY APPRECIATE EVERYONE’S SUPPORT ON THIS BILL AND TO ALL THE VETERANS IN THE ROOM I WOULD JUST LIKE TO SAY GOD BLESS YOU ALL AND THANK YOU ALL FOR YOUR SERVICE.>>CHAIR DETTMER: THANK YOU. MRS. ROBERTS COULD YOU CLARIFY THE FUNDING SITUATION FOR THIS BILL? I APOLOGIZE FOR WAITING SO LONG ON THIS BUT IT WAS BROUGHT TO OUR ATTENTION BY REPRESENTATIVE ROSENTHAL>>STAFF: AGAIN LINE 1 POINT- THE LABOR SPECIFIES THE APPROPRIATION IN FISCAL YEAR 2018 IS AVAILABLE UNTIL SPENT AND I’M ASSUMING THAT LANGUAGE WAS ADDED BECAUSE OF THE ISSUE WITH THE CLOSE OF THE FISCAL YEAR BEING SO CLOSE TO THE END OF SESSION. I WOULD AGREE THAT THE GENERAL PRACTICE IS NOT HAVE APPROPRIATIONS AVAILABLE WITHOUT AN END DATE. WE USUALLY TRY TO CHOOSE A DATE THAT IS A YEAR OR TWO OUT AND I CAN TALK TO THE AUTHOR AND WORK WITH>>REPRESENTATIVE MARIANI: FOR THE NEXT COMMITTEE AND CLARIFY THAT>>CHAIR DETTMER: THANK YOU MR. ROBERTS REPRESENTATIVE REPRESENTATIVE IT SAYS COMING FROM DEED. DOES THE GENERAL PROVISION GOING TO DEED. IS IT GOING TO STOP [INAUDIBLE] HOUSING JURISDICTION FOR DEED?>>CHAIR DETTMER: YES. OKAY. REPRESENTATIVE POSTON RENEWS HIS MOTION HOUSE FILE 3009B REFER TO JOBS GROWTH AND ENERGY AFFORDABILITY POLICY AND FINANCE COMMITTEE.. ALL THOSE IN FAVOR SAY; AYE. [CHORUS OF AYES.] OPPOSED; NAY. THE MOTION PREVAILS.>>[GAVEL]>>CHAIR DETTMER: HOUSE FILE 3009 IS REFERRED TO JOBS. THE NEXT ITEM ON THE AGENDA -IT’S KIND OF A SPECIAL PRESENTATION BY THE AMERICAN LEGION ON THEIR UPCOMING 100TH ANNIVERSARY CELEBRATION. PRESENTING FOR THE AMERICAN LEGION ARE MIKE SCHAEFER DEPUTY COMMANDER AMERICAN LEGION FROM THE MINNESOTA AND PEGGY LOON LEGISLATIVE DIRECTOR OF THE AMERICAN LEGION OF MINNESOTA. THIS IS THE LAST ITEM ON OUR AGENDA. SECOND TO LAST. I’M SORRY. PLEASE; WELCOME TO THE COMMITTEE.>>TESTIFIER: THANK YOU VERY MUCH CHAIR DETTMER AND I SAID MY NAME IS PEGGY LOON COULD ON THE LEGISLATIVE DIRECTOR FOR THE AMERICAN LEGION STATE OF MINNESOTA. WITH ME IS MIKE SCHAEFER WHO WAS A DEPARTMENT COMMANDER FOR THE STATE OF MINNESOTA. SOMETHING I DID A COUPLE YEARS AGO AND I KNOW HOW HARD HE’S WORKING NOW. WE ARE REALLY EXCITED ABOUT THIS YEAR. WE HAVE GOT A LOT TO CELEBRATE AND I JUST WANT TO GIVE YOU A LITTLE HISTORY BEFORE WE TELL YOU ABOUT THE SUMMARY IN NOVEMBER 1918 WORLD WAR I ENDED IN HUNDREDS OF THOUSANDS OF AMERICAN SOLDIERS SAILORS AND MARINES BEGAN TO COME HOME TO THEIR COMMUNITIES AND BACK TO THEIR FAMILIES. THIS PROCESS WOULD TAKE MONTHS. LIKE THE CIVIL WAR VETERANS BEFORE THEM; WHO FOUNDED THE GRAND ARMY OF THE REPUBLIC THESE VETERANS WANTED AN ORGANIZATION THAT WOULD ALLOW THEM TO CONTINUE THEIR SERVICE TO AMERICA AND STRENGTHEN OUR NATION FOR A BETTER FUTURE. A MEETING WAS HELD IN PARIS WHILE THEY WERE ALL WAITING TO COME HOME TO START THIS PLANNING AND AFTER THEY ARRIVED HOME ANOTHER MEETING WAS HELD IN ST. LOUIS MISSOURI WHAT WAS ON THEIR MINDS? FIRST AND FOREMOST; THEY WANTED TO TAKE CARE OF THE NEEDS OF THE MANY VETERANS CAME HOME WOUNDED;; POISONED; SHELLSHOCKED; OR DENIED COLLEGE OR CAREER ADVANCEMENT DUE TO THEIR WARTIME SERVICE. AT THAT TIME; THE WAS NO BA. THERE WAS NO VETERANS PREFERENCE HIRING AT. THERE WAS NO G.I. BILL. IF YOU ARE A LUMBERJACK AS A CIVILIAN BUT YOU LOST AN ARM IN A TRENCH IN FRANCE YET TO FIGURE OUT ON YOUR OWN WHAT YOU’RE THE WORK WAS GOING TO BE. THERE WAS NOBODY TO HELP YOU. POSTTRAUMATIC STRESS DISORDER; THAT DIAGNOSIS WASN’T GOING TO COME FOR DECADES. BASICALLY; WHEN YOU GOT OUT YOU GOT $60. YOU GOT A TR AIN TICKET IN UNIFORM TO WEAR HOME. THAT WAS ITS. GOODBYE. IF YOU DISAGREED WITH THE CHARACTERIZATION OF YOUR DISCHARGE TOUGH LUCK. THERE WAS NO ONE TO HELP YOU. SO IN THE DAYS RUN ARMISTICE DAY RUN ARMISTICE DAY IN 19 19;000S OF DELEGATES FROM AROUND THE COUNTRY GATHERED RIGHT HERE IN MINNEAPOLIS TO CONDUCT THE VERY FIRST CONVENTION OF THE AMERICAN LEGION. IN THE FOLLOWING YEARS THE AMERICAN LEGION ESTABLISHED ITSELF AS A POSITIVE AND ENERGETIC FORCE IN THE UNITED STATES. NATIONALLY THE LEGION HELPED DEVELOP VETERANS BUREAU WHICH WOULD EVENTUALLY BECOME THE DEPARTMENT OF VETERANS AFFAIRS. IT HELPED ESTABLISH THE SERIES OF HOSPITALS ACROSS THE NATION THAT DON’T ONLY SERVED VETERANS BUT THEIR WIDOWS AND ORPHANS. IN THE DAYS FOLLOWING WORLD WAR II THE AMERICAN LEGION WROTE AND COMMENCED CONGRESS TO PASS THE VETERANS ADJUSTMENT ACT; KNOWN AS THE G.I. BILL. IT HAS BEEN CALLED THE SINGLE MOST IMPORTANT PIECE OF LEGISLATION PASSED BY CONGRESS IN THE 20TH CENTURY. NATIONALLY AND IN MINNESOTA THE AMERICAN LEGION HAS ESTABLISH DOZENS OF PROGRAMS THAT SUPPORT VETERANS; SUPPORTS OUR COMMUNITY AND SUPPORTS OUR YOUTH. THINK ABOUT AMERICAN LEGION BASEBALL. THOUSANDS OF PROFESSIONAL BASEBALL PLAYERS GOT THEIR START AMERICAN LEGION BASEBALL BUT THERE ARE NO 77 PROFESSIONAL BASEBALL PLAYERS WHO STARTED IN AMERICAN LEGION BASEBALL THAT HAVE BEEN INDUCTED INTO THE BASEBALL HALL OF FAME IN COOPERSTOWN. LET ME LEAD YOU SOME OF THESE NAMES AND SEE IF THEY DON’T SIGN A LITTLE FAMILIAR TO YOU. JOHNNY BENCH. TED WILLIAMS. JIM PALMER. STAN MUSIAL. ROY CAMPANELLA. YOGI BERRA. REGGIE JACKSON. BERT BLYLEVEN. FRANK ROBINSON. JOE TORIES. SPARKY ANDERSON GET CARMEN–. DON DRYSDALE. DAVE WINFIELD. PEE WEE REESE. JACK MORRIS. CATFISH HUNTER. AND PAUL MOLITOR. THESE ARE JUST THE ONES IN COOPERSTOWN. AT ONE TIME IT WAS CLOSE TO 80% OF OUR PROFESSIONAL BALLPLAYERS GOT THEIR START IN AMERICAN LEGION BASEBALL TRADITIONAL; MINNESOTA HAS THE LARGEST REGION BASEBALL PROGRAM IN THE NATION WITH OVER 6000 BOYS PARTICIPATING EACH YEAR. 6000. BOYS AND GIRLS OBVIOUSLY GIRLS RUN BY OUR AUXILIARY BUT THEY ARE TO THE BEST GOVERNMENT PROGRAMS FOR HIGH SCHOOLERS ALLOWING THEM TO LEARN ABOUT DEMOCRACY BY ESTABLISHING THEIR OWN CITY COUNTY AND STATE GOVERNMENTS AGAIN; IF YOU LOOK THROUGH OUR HISTORY AND WANT TO SEE THE CALIBER OF THE PEOPLE THAT ATTEND THROUGHOUT THE NATION LET ME READ YOU SOME OF THESE NAMES. YOU WILL BE SURPRISED AT B ILL CLINTON. REPRESENTATIVE SO WE STARTED WITH OUR KIDS MIKE HUCKABEE. GEN. WESLEY CLARK. BEAU BIDEN. SAM NUNN. LOU DOBBS. ROGER EBERT JAMES CARAVELLE. MICHAEL DUKAKIS. TRENT LOTT. SCOTT BAKULA. RUSH LIMBAUGH. JIM RAMSTAD. MICHAEL JORDAN. SAMUEL ALITO. JON BON JOVI. JAMES KENDALL FEENEY. BRUCE SPRINGSTEEN.. TOM BROKAW. NEIL ARMSTRONG. AND RICHARD CHENEY. THE LIST GOES ON AND ON AND ON BUT IT GIVES YOU SOME IDEA OF PEOPLE THAT ATTENDED [INAUDIBLE] THROUGHOUT THE UNITED STATES. WE ALSO HAVE BABY IT’S COSPONSORED BY THE MINNESOTA STATE PATROL AND IT OFFERS A FULL-SERVICE CAMP THAT TEACHES HUNDREDS OF GRADE SCHOOLERS ABOUT SCHOOL SAFETY PATROL; BUS SAFETY; BASIC FIRST AID AND AMERICANISM A COUPLE OF YEARS AGO THERE WAS AN ARTICLE ON THE EVENING NEWS AND I THINK IT WAS A FIFTH GRADER AND SHE WAS HAVING DINNER WITH HER FAMILY IN A LOCAL ESTABLISHMENT. AT ONE POINT DURING THE DINNER HER GRANDMOTHER STARTED CHOKING AND THE FIFTH-GRADER GOT UP FROM HER CHAIR AND CONSEQUENTLY THE MUCH SAVED HER LIFE. OF COURSE PEOPLE IN THE RESTAURANT STARTED TALKING AND BEFORE YOU KNEW IT THE NEWS MEDIA WAS CALLED AND THE JOURNALISTS AT THE INTERVIEW AND SAID; YOU ARE SO YOUNG HOW DID YOU LEARN HOW TO DO THIS. SHE SAID; I LOADED AT LEGIONS BILL. YOU CAN BUY THE BACK KIND OF ADVERTISING ANYWHERE YOU GO. WE WERE REALLY PROUD OF THAT LITTLE GIRL AND GLAD OF THE WORK SHE LEARNED WHILE SHE STAYED WITH US AT CAMP. THE MINNESOTA LEGION HAS ALSO CREATED TWO FUNDS AT THE UNIVERSITY OF MINNESOTA ONE IN CONJUNCTION WITH MINNEAPOLIS VA MEDICAL CENTER ESTABLISHES A CHAIR IN BRAIN SCIENCE THAT’S CUTTING EDGE WORK ON SUCH DISORDERS AS PTSD; PARKINSON’S; AND ALCOHOLISM. THE FUND HAS ALSO CREATED TWO UNIVERSITY CHAIRS FOR SCIENTISTS SEEKING CURES FOR CHILDREN’S DISEASES. ARE AMERICAN LEGION WRITERS FROM OUR MOTORCYCLE GROUP. THEY HAVE RAISED $200;000 LAST YEAR ALONE FOR EDUCATIONAL GRANTS FOR THE CHILDREN OF POE’S 9119 11 HEROES WHO DIED SERVING THEIR COUNTRY. THIS IS CALLED ARE AMERICAN LEGION LEGACY FUN. ARE AMERICAN LEGION CHILD WELFARE FOUNDATION IN WHICH I SERVE AS VICE PRESIDENT ON THE BOARD OF DIRECTORS WE AWARD UP TO $700;000 PER YEAR IN GRANTS WHETHER NONPROFIT ORGANIZATIONS WHO DO GREAT WORK TO HELP OUR CHILDREN OF OUR COUNTRY. SO THE AMERICAN LEGION BOTH NATIONALLY AND STATEWIDE HAVE CONTINUED TO SERVE AMERICA OVER A SPAN THAT IS NO REACHED 99 YEARS. THIS SUMMER IN LATE AUGUST THE AMERICAN LEGION; WILL ONCE AGAIN RETURN TO MINNEAPOLIS TO CONDUCT ITS 100TH ANNUAL NATIONAL CONVENTION. JUST A FEW BLOCKS FROM THE VERY FIRST PLACE WE STARTED. DOZENS OF LEGIONNAIRES AUXILIARY MEMBERS ; SONS OF THE AMERICAN LEGION FAMILY AND GUESTS WILL COME TO MINNEAPOLIS TO CELEBRATE A CENTURY OF SERVICE. THE DEPARTMENT OF MINNESOTA WILL BE THE OFFICIAL HOST AND MUCH HAS BEEN PLANNED TO MEET THE DELEGATES AND GUESTS. IN FACT; EACH DELEGATE WILL RECEIVE A METAL REPLICA OF THE VERY FIRST CONVENTION BADGE THAT WAS ISSUED. WE ARE GOING TO OF WORLD WAR I REENACTORS THAT WILL GREET PEOPLE AT THE CONVENTION CENTER AND DISPLAYS WILL BE AT THE CENTER TO TELL PEOPLE ABOUT MINNESOTA’S LEGION HISTORY INCLUDING THE STORY OF GEORGE WASHINGTON BENTLEY FROM MONTGOMERY MINNESOTA WAS THE LAST LIVING FOUNDER OF THE AMERICAN LEGION. HE WAS ONE OF THOSE GUYS THAT FIRST MET IN FRANCE. THE ANNUAL PARADE ONCE AGAIN GO DOWN NICOLET AVENUE THE SAME STREET WITH THE FIRST PARADE WAS HELD IN 1919. WE HAVE ALREADY GOT OVER A DOZEN MINNESOTA HIGH SCHOOL BANDS THAT ARE GOING TO JOIN US IN THE MINNESOTA DELEGATION IS HOPING TO HAVE OVER 1000 FLAGS AS WE MARCHED ON THE MALL. I CAN THINK OF MORE BEAUTIFUL SITE. A CENTURY IS A LONG TIME. THE MINNESOTA AMERICAN LEGION FAMILY WELL WE ARE OVER 100;000 STRONG. WE CARRY ON A PROUD TRADITION OF SERVICE TO FAMILIES VETERANS COMMUNITIES AND YOUTH. IT’S A HISTORY THAT STILL AMAZES ME AND FILLS ME WITH PRIDE AND I THINK OUR FOUNDERS THOSE DOUGHBOYS FROM WORLD WAR I WOULD PROBABLY BE JUST AS AMAZED. BECAUSE LET’S REALIZE THEY THOUGHT THEY JUST FOUGHT THE WAR TO END ALL WARS. THE FACT THAT WE ARE STILL HERE 100 YEARS LATER WOULD JUST COME I THINK ABOUT MAKE THEIR HEADS SPIN. YES; HERE WE ARE BECAUSE AS WE KNOW WE ARE STILL FIGHTING AND WE ARE STILL SERVING. THERE’S ONE OTHER FACTOR THAT CONTINUES TO SURPRISE ME AND AMAZE ME. WHEN THE LEGION FIRST STARTED 100 YEARS AGO THEY DECIDED A VETERAN IS A VETERAN IS A VETERAN. IT DID NOT MATTER I F YOU ARE A FEMALE OR MALE. IT DIDN’T MATTER IF YOU ARE BLACK OR WHITE. DOES IT MATTER IF YOU’RE AN OFFICER IT DID NOT MATTER IF YOU SERVED IN COUNTRY OR NOT. A VETERAN IS A VETERAN IS A VETERAN. AND YOU ALL GET ONE FEBRUARY 2 RELIES [INAUDIBLE] BUT THE AMERICAN LEGION [INAUDIBLE]. I THIN K IT GIVES ME GOOSEBUMPS TO THINK ABOUT IT. AS YOU CAN TELL. I’M PRETTY PROUD OF THE ORGANIZATION. I PUT IN YOUR PACKETS PLACEMATS THAT WE ARE PASSING ON TO ALL OF OUR 545 FOLKS JUST IN THE STATE OF MINNESOTA THAT GIVES YOU INFORMATION ABOUT OUR ORGANIZATION AND OUR HISTORY THESE WERE DESIGNED BY [INAUDIBLE] WHO IS OUR KEY MEDICATIONS DIRECTOR FOR OUR DEPARTMENT. SO I HAVE THAT FOR YOU IN CASE YOU WANT TO LEARN MORE ABOUT IT. WE ASK YOU TO JOIN WITH US IN CELEBRATING OUR FIRST CENTURY OF SERVICE AND WE ASK FOR YOUR CONTINUED SUPPORT AS WE START OUR NEXT CENTURY OF SERVICE. FOR GOD AND COUNTRY; THANK YOU VERY MUCH>>CHAIR DETTMER: DIRECTOR MOON; THANK YOU SO MUCH. I KNEW IT AND A LOT OF OUR COMMITTEE MEETINGS AND MILITARY ACTION GROUP MEETINGS AND JUST THANK YOU FOR WHAT YOU DO AND IS BEING OUR DIRECTOR. BECAUSE RECOMMENDED YOU HAVE ANYTHING TO ADD>>CHAIR DETTMER: COMMANDER?>>TESTIFIER: THANK YOU MR. CHAIRMAN AND MEMBERS OF THE COMMITTEE. ABOUT ALL I REALLY CAN ADD TO WHAT THE CHAIRMAN HAS STATED ALREADY IS IN THE COURSE OF MY YEAR AS COMMANDER I’VE BEEN TO INDIANAPOLIS TWICE AND NOW JUST RECENTLY RETURNED FROM WASHINGTON DC WHERE WE HAD OUR LEGISLATIVE CONGRESS CONFERENCE WITH OUR NATIONAL REPRESENTATIVES AND IN EVERY PLACE THAT I’VE GONE AND VISITED WITH OTHER STATES THEY ARE SO LOOKING FORWARD TO COMING TO MINNESOTA. I HEARD NOTHING BUT POSITIVE AND I THINK WE WILL HAVE ONE AWFULLY BIG CROWD AND; YES; AS PEGGY MENTIONED HIM ABOUT ASKING FOR THE THOUSAND FLAGS; THAT WAS ME. I WROTE IT IN MY VERY FIRST COMMANDERS COLUMN AND I SAID; I WANT TO SEE AMERICAN FLAGS FOR BLOCKS LONG WALKING DOWN NICOLET MALL. I GOT A TELL YOU WHAT I THINK WE JUST MIGHT REACH IT MY TRAVELS AROUND THE STATE IN MINNESOTA I WAS UP AT FERGUS FALLS RECENTLY AND WE KNOW THAT’S A GOOD 3-3.5 HOURS FROM HERE. THEY ARE FIRED UP SO SOMEBODY THAT FAR AWAY IS READY WITH THE REST OF THE STATE OF MINNESOTA GOING TO DO?>>CHAI R DETTMER: CMDR. AND DIRECTOR? SAY AFTER FOR A COUPLE OF MINUTES I LIKE TO TALK TO YOU. I THINK WE LIKE TO PUT TOGETHER A HOUSE RESOLUTION FOR THE 100TH ANNIVERSARY OF THE AMERICAN LEGION.>>TESTIFIER: THANK YOU MR. CHAIR WILL BE GLAD TO>>CHAIR DETTMER: ANY OTHER QUESTIONS? THANK YOU. OUR LAST BUT NOT LEAST ITEM IS AN UPDATE ON THE UNITED VETERANS LEGISLATIVE COUNSEL. BY MR. JERRY KAISER.>>TESTIFIER: I’M KIND OF A USUAL SUBJECT HERE ; SUSPECT I GUESS YOU WOULD CALL ME. TALK A LITTLE BIT JUST A CURSORY UNDERSTAND WHAT THE UNITED VETERANS LEGISLATIVE COUNSEL WAS GOOD AND ACTUALLY WAS STARTED BY ALOR WHO WAS THE COMMISSIONER OF VETERANS AFFAIRS IN 1965 IN THE AMERICAN LEGION COMMANDER WILSON AT THAT PARTICULAR TIME SO THEY WOULD HAVE A LEGISLATIVE ENTITY THAT WOULD BE ABLE TO ENCOMPASS MANY MORE ORGANIZATIONS OTHER THAN THE AMERICAN LEGION. SO FOR THE U VLC HAS ABOUT JUST OVER 30 ORGANIZATIONS. SOME OF WHICH BELONG TO THE COMMANDERS TASK FORCE AND MANY OF THE SMALLER ONES OF ALL THE DIFFERENT ORGANIZING JUST A CONSORTIUM OF VETERAN MILITARY AND AUXILIARY ORGANIZATIONS TO EXCHANGE INFORMATION AND SUPPORT THE ISSUES RELATING TO THE LEGISLATION ENTITLEMENTS THERE’S A HALF 1 MILLION VETERANS AND FAMILIES THAT WE PETITION FOR GET INITIATIVES TO NATIONAL GUARD RESERVISTS AND INDEPENDENT. SO FAR WE HAVE BEEN WITH THE COMMANDERS TASK FORCE AND THE COUNTY VETERAN SERVICE TO PUT TOGETHER THIS COMBINATION PROGRAM HERE THAT WE HAD VETERANS DAY ON THE HILL WHICH WE STARTED WITH COMMISSIONER SHELLITO I THINK WAS ABOUT EIGHT YEARS AGO; MAYBE BEFORE THAT WE STARTED HAVING VETERANS DAY ON THE HILL BECAUSE EVERYBODY ELSE AT THE RALLY DAY WHY CAN’T WE HAVE ONE UP HERE. THAT MAKES A BIG DIFFERENCE I THINK. IF YOU ARE THERE IT WAS WONDERFUL. IT WAS AN HONOR TO BE AT THE EMBASSY AND REPRESENTED DETTMER MANY OTHER LEGISLATORS ARE INVOLVED WITH IT. WE APPRECIATE YOUR EFFORTS. I’VE BEEN INVOLVED-WE BEEN IN THE LEADERSHIP OF IT SINCE 2002.. A PARTICIPANT OR VICE-CHAIRMAN OR CHAIRMAN OVER THE YEARS AND IT’S HONOR FOR ME TO DO THIS AND TALKED ABOUT THE DIFFERENT ENTITIES. ALL THE ONES THAT ON THE SHEET TODAY THAT I’M SURE YOU PICKED UP WE ARE GOING TO BE PUSHING FORWARD AS FAR AS WE GET A LOT OF IDEAS FROM VETERANS ORGANIZATIONS AND THEN I WORK WITH REPRESENTATIVE DETTMER AND SEN. ANDERSON ARE MILITARY ACTION GROUP AND TWO OF THEM ON THEIR THE MILITARY JOBS CREDIT. WE ARE LOOKING TO GET A STATE OF MINNESOTA JOBS CREDIT FOR HIRING DISABLED AND UNEMPLOYED AND CHANGING JOB VETERANS TO THE TOTAL OF MAXIMUM CREDIT OF $3000. I THINK THE FEDERAL ONE FOR HIRING DISABLED VETERANS IS MUCH MORE THAN THAT. BE ON THE OTHER THING WE HAVE ON THIS THAT I COULD TALK ABOUT IT WOULD BE THE-WE ARE SUPPORTING THE FUNDING OF CAPITAL INVESTMENT FOR THEIR $46 MILLION; 200TH ANNIVERSARY OF FORT SNELLING. IF TOGETHER CREDIT TO THE DEPARTMENT OF VETERAN AFFAIRS AND THE WAY THEY HELPED US>>REPRESENTATIVE VETERANS DAY ON THE HILL AND THE GATE DF DISABLED DAB HELPING PUT ALL THE BUSES TOGETHER AND GET ON THE VETERANS DOWN. I APPRECIATE THE OPPORTUNITY TO TELL YOU LITTLE BIT ABOUT US AND THANK YOU FOR YOU R TIME COMMISSIONER MEMBERS.>>CHAIR DETTMER: THANK YOU MR. KAISER BE ANY QUESTIONS? YES REPRESENTATIVE O’NEILL>>REPRESENTATIVE O’NEILL: I NOTICED ONE OF THE THINGS YOU HAD ON HERE WAS EXPANSION TO AXIS II VETERANS COURTS I’M VERY HAPPY YOU SAY THAT I PASSED A BILL NOT THE SESSION BUT THE LAST BIENNIUM TO ALLOW SPECIALTY COURTS WHICH IS THERE ENCOMPASS IN SPECIALTY COURTS ACROSS THE ENTIRE STATE BECAUSE WAS CONTAINED IN JUST A FEW JURISDICTIONS. IF YOU WOULD MIND IF YOU COULD TELL ME WHERE THE CONCENTRATION OF VETERANS ARE WHERE THEY WOULD BE WHERE VETERANS WILL BE MOST REASONABLE WERE MOST HELPFUL THAT WOULD BE ABLE TO ME BECAUSE I’VE A LOT OF CONTACTS IN SUPPORT AND CAN KIND OF PUSH THAT IN OUR DIRECTION TO MAKE THAT HAPPEN IF YOU WANT TO LET ME KNOW WHAT YOU THINK WOULD BE THE MOST EFFECTIVE.>>TESTIFIER: ACTUALLY WHEN WORKING WITH WASHING COUNTY HENNEPIN COUNTY RAMSEY COUNTY THE METRO COUNTIES HAVE DONE AN EXCELLENT JOB OF THAT. OBVIOUSLY OUT STATE IS ANOTHER THING. THERE’S MONEY AND POWER TO DO THAT. DULUTH I JUST TALKED TO SOME FOLKS ABOUT THAT UP THERE AND IN THE FARGO MOORHEAD AREA IT’S REALLY UP TO THE COUNTY COMMISSIONER AND THOSE JUDGES HAVE TO PUT SOME OF THOSE INITIATIVES AND WORKING WITH THEM WE ARE JUST READY TO SUPPORT THEM IN ANY MANNER WE CAN.>>CHAIR DETTMER: REPRESENTATIVE O’NEILL>>REPRESENTATIVE O’NEILL: THANK YOU MR. CHAIR. THAT IS GREAT. IT IS AT THE LOCAL LEVEL WE DID HAVE T O PASS SOMETHING AT THE STATE TO ALLOW IT TO EXPAND ACROSS ALL THE JURISDICTIONS SOME GRADUATES EXPANDING EVEN MORE. I KNOW THERE’S SOME HYBRIDS ARE TALKING ABOUT DOING HYBRIDS WITH NOT JUST PASSIVITY VETERANS COURTS BUT MAYBE MORE ENCOMPASSING ESPECIALLY COURTS AND HOPEFULLY THAT WILL HELP IN THE MORE RURAL AREAS BECAUSE I KNOW THAT’S A TOUGH PLACE TO DO A SPECIFIC TYPE OF COURT TRIAL TO BE A LITTLE BIT MORE BROAD.>>CHAIR DETTMER: MR. KAISER>>TESTIFIER: YES REPRESENTATIVE O’NEILL. THE PROSECUTOR HAS TO BE A VETERAN THE JUDGE HAS TO BE A VETERAN. THE DEFENSE HAS TO BE A VETERAN. THEN THEY HAVE TO MAKE A AN ADJUSTMENT AND NOT ON A CAPITAL CRIME BUT OTHER EVENTS THAT ARE NOT THAT SERIOUS . THAT WAY THAT VETERAN IS NOT GOING TO BE INCARCERATED AND HE’S ON PROBATION BUT THE VA IS PICKING UP THE EMOTIONAL PART TO TRY TO SOLVE THAT THE RAPIDITY OF BREAKING THEM OFF THAT VETERANS COURT IS PRETTY SMALL. SO THAT’S WHERE THE PROBLEM IS GOOD INSTEAD OF HAVING THIS MAN OR WOMAN HAVING THAT ON HIS RESUME SAYING THAT HE’S BEEN INCARCERATED FOR WHAT HE DID IN POSTTRAUMATIC’S STRESS IS A BIG DEAL AND OTHER ISSUES ALSO. DRUG OVERDOSES . WELL; YOU KNOW WE’VE TALKED ABOUT THIS MANY TIMES.>>CHAIR DETTMER: REPRESENTATIVE O’NEILL>>REPRESENTATIVE O’NEILL: IF YOU LOOK AT THE ENTIRE COURT SYSTEM FROM ARREST FORD ABOUT 85-90% OF THOSE INVOLVED IN OUR COURT SYSTEM HAVE A CHEMICAL DEPENDENCY ABOUT 60% OF SOME SORT OF MENTAL HEALTH ISSUE BETWEEN 11 AND 15% ARE SERIOUS AND PERSISTENTLY MENTALLY ILL. SO WE HAVE -IT’S NOT THE COURTS OF YESTERDAY. THE COURTS OF TODAY THAT’S WHERE WE ARE NOW. SO I REALLY HOPE WE CAN REACH OUT MORE TO OUR VETERANS NOT DO WHAT I CAN ON THE TWO COMMITTEES I SERVE ON THE PUSH IN THAT DIRECTION.. IT’S GOOD TO HEAR THAT AGAIN THAT’S A CONTINUED NEED A SPECIAL IN GREATER MINNESOTA. THANK YOU.>>CHAIR DETTMER: JUST YOU MENTIONED MR. KAISER; BUT THE MILITARY VETERANS JOB TAX CREDIT I KNOW MR. FRANKE’S BILL IT’S IN THE TEXT COMMITTEE OF BOTH HOUSE AND SENATE. SO THAT’S WHERE THAT IS SITTING RIGHT NOW. MEMBERS; IT’S BEEN A GREAT DAY SO FAR. WE STILL HAVE PART OF A DAY AHEAD OF US. THANK YOU FOR BEING PART OF THIS COMMITTEE AND I WOULD LIKE TO JUST SAY EVERY DAY IS A VETERANS DAY. WE ARE ADJOURNED.>>[GAVEL]>>[ADJOURNMENT]>>
